Innovasjon Norge Vestland bidrog med 960 millionar kroner i lån og tilskot til eit offensivt næringsliv. 848 millionar kroner gjekk til kunder i Vestland. I dette ligg det betydelege lån til fiskeri- og nærskipsfartsflåten, og viktige miljøteknologitilskot til nullutsleppsprosjekt og grøn omstilling

Grøn region Vestland har jobba strategisk med realiseringa av berekraftige industriprosjekt i hubbane. Løyvinga frå IN på 76 millionar kroner gjennom Grøn Plattform til undervannslagring av hydrogen i Odda er eitt døme på store grøne industriløft som no skjer. Kompetanseløftet SNU 4.0 på industrielle symbiosar løftar alle dei grøne hubbane innan industriell symbiose. Vi har no fått på plass ein prosjektorganisasjon for Grøn region Vestland.

Innan landbruk har vi har vi hatt eit særskilt fokus på omlegging frå båsdrift til lausdrift i mjølkeproduksjonen og på auke av grøntproduksjon. I Vestland satsar vi vidare på investeringar i siderproduksjon og prosjekt som knyter landbruk og reiseliv saman.

Regionen har solide næringsaktørar innan grøne verdikjeder som er sentrale for omstillinga i norsk økonomi. Døme er grøn skipsfart, hydrogen, batteriteknologi, sjømat og havvind. Vi bidreg til at regionen fortset å hente EU-finansiering til grøne innovasjonsprosjekt.

Det er stor interesse for eksport og internasjonal vekst. Bedrifter frå Vestland deltek i våre Global Growth-program innan Salmon aquaculture Canada, Maritime hydrogen Germany, Hydrogen and CCUS in France, Offshore Wind og Norwegian Tunnels Chile.

Innovasjonsuken OPP, Vestlandets innovasjonsfestival, er viktig for å bygge entreprenørskapskultur i fylket. Vi både arrangerte og fasiliterte ei stor mengde arrangement i år også, kor Kapitaldagen i Førde med fullt hus og opningsarrangementet i Bergen med fokus på grøn forretningsutvikling var høgdepunkta.

Innovation Norway Vestland contributed NOK 960 million in loans and grants to a proactive business sector. NOK 848 million went to customers in Vestland. This includes substantial loans for the fishing and short sea shipping fleets, and important environmental technology grants for zero-emission projects and the green transition.

Green Region Vestland took a strategic approach to realising sustainable industrial projects in hubs. NOK 76 million in loans from Innovation Norway via the Green Platform for underwater hydrogen storage in Odda is an example of the huge green industrial boost that is now happening. The SNU 4.0 upskilling process for industrial symbioses boosts all of the green hubs within industrial symbiosis. We have now put in place a project organisation for Green Region Vestland.

In agriculture, we have particularly focused on conversions from stall barns to loose housing in dairy production and on increasing green production. In Vestland, we continue to invest in cider production and projects that tie agriculture and tourism together.

The region has strong industrial and commercial players within green value chains, which are key to the transition in the Norwegian economy. Examples include green shipping, hydrogen, battery technology, seafood, and offshore wind. We were instrumental in the region continuing to obtain EU funding for green innovation projects.

There is considerable interest in exports and international growth. Companies from Vestland are participating in our Global Growth programme within Salmon Aquaculture Canada, Maritime Hydrogen Germany, Hydrogen and CCUS in France, Offshore Wind, and Norwegian Tunnels Chile.

Innovation Week OPP, Vestland’s innovation festival, is important for building a culture of entrepreneurship in the county. We both arranged and facilitated a large number of events again during the year, of which Capital Day in Førde with its full house and an opening event in Bergen focusing on green business development were highlights.

Hardanger Siderprodusentlag vart skipa i 2003 og kun tre produsentar hadde produksjonsløyve. I 2009 fekk dei godkjent den geografisk beskytta nemninga «Sider frå Hardanger», og i dag er det heile 23 siderprodusentar med profesjonelt siderløyve i Hardanger.

- Det er den heilskaplege satsinga som inkluderer natur, kultur, mat og drikke som gjer oss attraktive. Tildelinga av «Bedriftsutviklingsprisen i landbruket for Vestland 2021» er ei flott verdsetjing av innsatsen me har gjort i lag, og ei premiering av dei som evnar og har lyst å samarbeide, seier Kjetil Widding, leiar for Siderklynga i Hardanger, og legg til:

- Me er særs takknemlege for BU-prisen, og er glade for at klyngearbeidet og samarbeidsstrukturen ber frukter.

Siderklynga har utvikla og kommersialisert koplinga mellom gardsoppleving, transportselskap og lokale hotell. Hovudattraksjonen er båtsafari med besøk på gardsbruk med sidersmaking og servering av lokalmat. Det er den moderne hybridbåten Vision of The Fjords som er i bruk til dette, men det store målet er å få på plass ein eigen siderbåt som går på hydrogen. Det blir jobba for at denne skal vere på plass i løpet av 2-3 år.

Reiselivsprodukta har slege godt an, trass i to høgsesongar med koronarestriksjonar. Felles målsetjing og gode samarbeidsplattformer har vist seg å vere ein nøkkelfaktor for suksess.

Klynga er i dag eit viktig kompetanse- og utviklingsmiljø, og siderproduksjonen i Hardanger hadde ikkje vore der den er i dag utan det konstruktive og fruktbare samarbeidet gjennom klynga, seier Nina Broch Mathisen, regiondirektør for Innovasjon Norge Vestland.

Klynga bidreg òg med å rekruttere folk til fruktgardar i Hardanger, noko som har ført til ein stor optimisme i fruktmiljøet og lokalsamfunna i Hardanger.

Økonomien til dei deltakande bedriftene er god og desse har teke grep og mange har kome styrka ut av pandemien ved å setje i gang innovative samarbeidsprosjekt, som sidersafari og gardsbesøk.

- Siderklynga i Hardanger scorar høgt når det gjeld nytenking og samarbeid på tvers av ulike næringar. Klynga har bidrege med kompetanse og optimisme for heile regionen i ei krevjande tid under koronapandemien, og med eit tildels nedstengt samfunn, tilføyer Broch Mathisen.

Framover har klynga planar om å delta i Sider-VM i Bergen i 2022 og bli tekne opp i klyngenettverket Arena. Klynga ser positivt på framtida og har sett seg mål å doble omsetninga i 2022, og visjonane stoppar ikkje der.

- Målsetjinga er at når du høyrer ordet Hardanger tenker du ikkje fyrst og fremst på fjord og fjell, men på sider, seier Olav Bleie i Alde Sider AS, som er ein av drivkreftene i siderklynga.

Hardanger Siderprodusentlag was founded in 2003 and only three cidermakers had production licences. In 2009, it gained a protected designation of origin, ‘Cider from Hardanger’, and today there are no fewer than 23 cidermakers in Hardanger with a licence to make cider on a commercial basis.

“This is a comprehensive initiative that includes nature, culture, food, and drink, which makes us attractive. The awarding of the Business Development Award for Agriculture for Vestland 2021 was great acknowledgement of the efforts we have made as a team, and a reward for those who are able and want to work together,” says Kjetil Widding, head of the cider cluster in Hardanger, adding:

“We are particularly grateful for the Business Development Award and are happy that the cluster partnership structure is bearing fruit.”

The cider cluster has developed and commercialised the links between farm experiences, transport companies, and local hotels. The main attraction is a boat safari that visits farms to try local cider and food. A modern hybrid boat, Vision of The Fjords, is used for this, although the big goal is to put in place a dedicated cider vessel that runs on hydrogen. Efforts are being made to put this in place in two to three years.

This tourism product has become very popular, despite two peak seasons of Covid restrictions. A common goal and good collaboration platforms have proved to be key success factors.

“The idea has always been that working together will result in better development and greater value creation within cider than each player working alone would achieve. The initiative does not just consist of one major player, it involves no fewer than 23 cidermakers spread across the whole of Hardanger," says Widding.

“The cider cluster in Hardanger is producing big ripple effects for the cidermakers, tourism, and other players in the region," says Nina Broch Mathisen, regional director at Innovation Norway Vestland.

“Today, the cluster is an important skills and development environment, and cider production in Hardanger would not be where it is today without the constructive and fruitful partnership via the cluster,” she continues.

The cluster also helped to recruit people to fruit farms in Hardanger, which has resulted in great optimism in the fruit growing environment and local community in Hardanger.

The finances of the participating companies are good, and many took good measures and emerged from the pandemic stronger by initiating innovative partnership projects, such as the cider safari and farm visits.

“The cider cluster in Hardanger scores high with respect to innovation and collaboration across different industries. The cluster has contributed to expertise and optimism for the entire region in a demanding time during the Covid pandemic, and with a at times locked down society,” adds Broch Mathisen.

The cluster participated in the Cider World Championships in Bergen in 2022 and wants to become part of the cluster network Arena. The cluster is optimistic about the future and had set itself the goal of doubling turnover in 2022, and its vision does not stop there.

“The goal is to ensure that when you hear the word ‘Hardanger’ the first thing that will come to mind is cider, not fjords and mountains,” says Olav Bleie at Alde Sider AS, one of the driving forces behind the cider cluster.

99 prosent av dagens havvindparkar er botnfaste og ligg relativt nær land, kor det ikkje er så djupt. Lenger ute i havet ligg det eit stort potensial i vindkraft, men jo djupare havet er, desto dyrare vert havvindparkane. Det er her løysinga til Oceangrid kjem inn i biletet.

- Vår plattform er designa for å være optimal der havdjupna er 50-300 meter, seier gründer Bjarte Nordvik.

Nordvik meiner at dei har teke det beste frå fleire kjente teknologiar og sett dei saman på ein måte som vil effektivisere prosessane for korleis ein samanstillar og installerer plattformar for flytande havvind.

- Vårt konsept går ut på at plattforma i hovudsak skal settast saman av to modular, der vi kan gjere samanstillinga flytande utan at modular på fleire 1000 tonn vert løfta på land. Slik kan samanstilling av ein havvindplattform gjennomførast i løpet av eit par veker, i staden for tre til fire månader som er dagens situasjon, fortel Nordvik.

Gjennom designet av plattforma med tilhøyrande forankring og el-kabel, er det vidare lagt stor vekt på at installasjonane skal sette minst mogleg avtrykk i havet og på havbotnen elles. Dette for å sikre best mogleg sameksistens mellom havvindsutbyggingar, marint liv og annan type havbruksnæring innanfor same havområde.

Gründeren er utdanna mariningeniør gjennom sjøkrigsskulen og har tenestegjort på ubåt i ei årrekke.

- Eg har meir eller mindre vakse opp i «bølgjesonen», som har bidrege til stor interesse og respekt for dette som fagfelt.

Det er ingen tvil om at prosjektet er kapitalkrevjande med eit langt utviklingsløp, og til no har det handla om å rigge prosjektet og å starte på verifiseringa av teknologien. Oceangrid har motteke både tilskot til marknadsavklaring og tilskot til miljøteknologi frå Innovasjon Noreg.

Gjennom støtta frå miljøteknologiordninga er målet no å ta løysinga til TRL-nivå 4-5, seier Nordvik.

I tillegg til det finansielle bidraget frå Innovasjon Noreg, peikar Nordvik også på viktigheita av sparring i tidleg fase.

- Rådgjevaren har vore ein god støttespelar for oss, med korrekte og ærlege tilbakemeldingar. Han har mellom anna bidrege til å guide oss i riktig retning.

Gründeren meiner også at støtta frå Innovasjon Noreg har vore viktig i prosessen med å hente inn investorar og samarbeidspartnarar. Og det er ikkje kven som helst dei har fått med seg.

- Når ein snakkar med investorar, så er det eit kvalitetsstempel å vise til at ein har motteke støtte frå Innovasjon Noreg. Vi har fått med oss fire solide investorar; Valinor, Mosvold Kapital, Zukunftige Werte og Fjord Base Holding. Med dette har vi med oss eit energiselskap som kan industrien, vi har dei som skal bygge og stå for logistikk, og så har vi ein finansiell investor.

Dersom Oceangrid lukkast med å få verifisert konseptet i miljøteknologi-prosjektet, er neste mål å søke om EU-finansiering til å bygge pilot.

Finansieringsrådgjevar Kjell Haganes ved Innovasjon Noregs Vestland-kontor er ikkje i tvil om at det er mogleg for Oceangrid å nå målsetnadane.

- Det er dyrt å bygge ut havvind, spesielt flytande. Dette prosjektet har potensialet til å redusere kostnad per produsert kilowatt betydeleg. Her snakkar vi om et sterkt team, som har fått med seg gode samarbeidspartnarar, og som er audmjuke og lyttar til dei råda dei får undervegs.

Haganes peikar vidare på at løysingar innanfor havvind er noko som vert etterspurt av norske myndigheiter, og at Oceangrid sitt prosjekt er veldig relevant i denne samanheng.

- For Innovasjon Noreg er dette ein draumekunde, seier Haganes.

99 per cent of current offshore wind farms are fixed to the seabed and are located relatively close to shore where the water is not that deep. Further out to sea, wind power has great potential, although the deeper the sea, the more expensive the offshore wind farms have been. This is where Oceangrid’s solution comes into the picture.

“Our platform is designed to be optimal where the ocean depth is 50-300 metres,” says entrepreneur Bjarte Nordvik.

Nordvik believes that Oceangrid has taken the best from several well-known technologies and put them together in a way that will streamline the assembly and installation processes for floating offshore wind.

“Our concept is based on the platforms mainly being assembled from two modules where we can carry out the assembly while floating and without the modules that weigh several thousand tonnes having to be lifted on land. In this way an offshore wind platform can be assembled in the space of a couple of weeks, instead of three to four months, which is the current situation,” says Nordvik.

When the platform and associated anchoring and electrical cables were being designed, there was an emphasis on ensuring that the installations will have the least possible impact on the ocean and the seabed. The aim is to ensure the best possible co-existence between offshore wind developments, marine life, and other types of ocean industries in the same ocean area.

The entrepreneur trained as a marine engineer at the Royal Norwegian Naval Academy and served on submarines for years.

“I have more or less grown up in the ‘wave zone’, which has contributed to a great interest and respect for this as a field."

There is no doubt that the project is capital intensive with a long development path, and up to now it has been about rigging the project and starting verification of the technology. Oceangrid has received a market clarification grant and an environmental technology grant from Innovation Norway.

"I do not believe we would be where we are today without the support we got from Innovation Norway at an early phase. We spent the market clarification grant on clarifying the technology and the market, as well as on forming a realistic picture of how future floating offshore wind projects will be carried out from the design phase to assembly, installation, operation, and decommissioning. With support from the environmental technology programme, the goal is to take the solution to TRL level 4-5,” says Nordvik.

In addition to the financial contribution from Innovation Norway, Nordvik also pointed to the importance of sparring at an early phase.

“Our adviser has been a good source of support for us with correct and honest feedback. Among other things, he has helped to guide us in the right direction.”

The entrepreneur also believes that the support from Innovation Norway has been important in the process of bringing in investors and partners. And it is not just anyone that they got to join them.

“When we talk about investors, having received support of Innovation Norway is a mark of quality. We have been joined by four solid investors: Valinor, Mosvold Kapital, Zukunftige Werte, and Fjord Base Holding. With this we have an energy company that knows industry, we have those who will build and be responsible for logistics, and we also have a financial investor.”

If Oceangrid is successfully able to verify the concept in the environmental technology project, the next goal is to apply for EU funding to build a pilot.

Funding adviser Kjell Haganes at Innovation Norway’s Vestland office has no doubt that Oceangrid can achieve its objectives.

“Offshore wind is expensive to develop, especially the floating kind. This project has the potential to signiﬁcantly reduce the cost per produced kilowatt. We are talking about a strong team here, which has gained good partners, and who are humble and listen to the advice they receive underway.”

Haganes points out that offshore wind solutions are in demand from Norwegian authorities, and that Oceangrid’s project is highly relevant in this context.

“This is a dream customer for Innovation Norway,” says Haganes.

Verden trenger en bærekraftig energiutvikling og å gå over til fornybare energibærere, slik som hydrogen. Grunnstoffet kan holde på energi for senere bruk eller lagring, og mange vurderer det til å være framtidens beste drivstoff. Grønt hydrogen blir produsert gjennom elektrolyse drevet fram av fornybare energikilder som sol-, vann- eller vindkraft.

Stortinget har vedtatt å iverksette et nullutslippsregime i området Geirangerfjorden fra 2026. Det innebærer at alle turistbåter og ferger som skal inn i fjorden, må gå på utslippsfrie motorer drevet av hydrogen, batteri eller lignende. Nullutslippet er satt for å bevare de unike fjordene våre, og for å bidra til FNs mål om å ikke overstige 1,5 grader i global oppvarming.

Det spesielle med Hellesylt er at det der finnes tidvis mye «innstengt kraft», som vil si at det produseres mer strøm fra vannkraft enn det som kan brukes og eksporteres ut av området. Dette gjør stedet perfekt for produksjon av grønt hydrogen, og anlegget vil daglig kunne produsere og levere 1,3 tonn grønt hydrogen til markedet innen utgangen av 2023.

Hovedmarkedet til Norwegian Hydrogen er maritime kunder som ferger, yachter og cruiseskip, samt tungtransport på land. I tillegg er det et stort industrielt marked med stor etterspørsel etter utslippsfrie energibærere.

Hun legger til at for prosjekter i andre deler av Norden, som er deres fokusmarked, ønsker de å produsere der - ute i markedet.

Hydrogenanlegget på Hellesylt har mottatt 46,6 millioner kroner fra Pilot-E-ordningen. Finansieringstilbudet er etablert av Innovasjon Norge, Forskningsrådet og Enova og skal bidra til vesentlige kutt i klimagassutslipp, og en mer effektiv energiutnyttelse i Norge og internasjonalt.

- Selskapet er tidlig ute med storskala-produksjon av grønt hydrogen, og det er stor finansiell og teknisk risiko forbundet med dette komplekse prosjektet. For at det skal kunne realiseres, er det viktig at vi avlaster risikoen tilstrekkelig, forteller Alfred Øverland, innovasjonsrådgiver i Innovasjon Norge i Møre og Romsdal.

Innovasjon Norge forventer mye læring som vil være til nytte for andre aktører som skal gjøre det samme i fremtiden.

- Hydrogen blir en viktig energibærer på fartøy der driftsprofilen ikke passer med for eksempel batteri. Men prosjektet dreier seg om mer enn hydrogenproduksjon, det handler om hele verdikjeden. Vi trenger aktører som tør og vil industrialisere disse prosessene, poengterer Øverland.

Biproduktene fra hydrogenproduksjonen er varme og oksygen, og Norwegian Hydrogen er opptatt av å utnytte disse med tanke på sirkulærøkonomi og at prisen på hydrogen skal bli mer konkurransedyktig. Varmen fra produksjonen på Hellesylt vil blant annet kunne gå til oppvarming av et hotell i nærheten, og oksygenet vil bli brukt i fiskeoppdrett.

Ålesund-selskapet er en pådriver for at hydrogen skal bli sentralt i den grønne omstillingen, og de samarbeider tett med relevante næringsklynger som Ocean Hyway cluster, GCE Blue Maritime, Skift, Zero og Energi i Nord.

The world needs sustainable energy development and a transition to renewables such as hydrogen. This element can store energy for later use or storage, and many believe it is the best fuel for the future. Green hydrogen is produced by electrolysis powered by renewables such as solar, hydro, and wind power.

The Norwegian parliament, the Storting, has decided to implement a zero emission regime in the Geiranger Fjord area from 2026. This means that all tourist ships and ferries entering the fjord must be powered by emission-free engines powered by hydrogen, batteries, or similar. The zero emission requirement has been introduced in order to preserve our unique fjords and to contribute to the UN goal of not exceeding 1.5ºC of global warming.

The special thing about Hellesylt is that it sometimes has a lot of ‘bottled up power’. In other words, it produces more electricity from wind power than can be used and exported out of the area. This makes it the perfect place for producing green hydrogen, and the plant will be able to deliver 1.3 tonnes of green hydrogen to the market per day by the end of 2023.

Norwegian Hydrogen’s main market will be maritime customers such as ferries, yachts, and cruise ships, as well as road haulage customers. There is also a large industrial market where the demand for emission-free energy carriers is high.

“We want the distribution to be as close as possible to the actual production. This means that ferries and ships, lorries and articulated lorries should be able to fill up in Hellesylt. We also want to be able to distribute by tanker in containers to other filling stations further away,” says Marielle Furnes Mannseth, Brand and Marketing Director at Norwegian Hydrogen.

She adds that for projects in other parts of the Nordic region, which is the company’s focus market, it wants to produce there, out in the market.

The hydrogen plant in Hellesylt has received NOK 46.6 million in funding from the Pilot-E programme. The funding programme was established by Innovation Norway, the Research Council of Norway, and Enova, and it is designed to contribute to significant cuts in greenhouse gas emissions and more efficient energy utilisation in Norway and internationally.

“We were completely dependent on support and risk mitigation when it came to starting this project and other projects. We have private owners who have provided the majority of the investment, although we still could not do it without the help of the business support system," says Mannseth.

“The company is an early adopter within large-scale green hydrogen production and there is a lot of financial and technical risk associated with this complex project. In order to realise it, it is important that we sufficiently mitigate the risk,” says Alfred Øverland, innovation adviser at Innovation Norway Møre og Romsdal.

Innovation Norway expects a lot to be learned that will be useful for other players that want to do the same in the future.

“Hydrogen will be an important energy carrier for vessels where the operating profile is not, for example, suitable for batteries. However, the project is about more than hydrogen production, it’s about the entire value chain. We need players that dare to, and will, industrialise these processes,” points out Øverland.

The by-products from hydrogen production are heat and oxygen, and Norwegian Hydrogen wants to exploit these with a view to the circular economy and ensuring that hydrogen prices are more competitive. For example, the heat from production in Hellesylt will be used to heat a local hotel and the oxygen will be used for fish farming.

The Ålesund company is a driving force behind making hydrogen a key factor in the green transition and is working closely with relevant business clusters such as Ocean Hyway cluster, GCE Blue Maritime, Skift, Zero, and Energi i Nord.
